「仕事の47%が消える」と言われてから10年以上。あの有名論文の予言はどうなった?

Frey と Osborne の論文は「アメリカ人の47%が失業する」と予言した
正しくは「米国の雇用の47%が、技術的に自動化されうる高リスクの職業にある」という推定。失業者数の予言ではない。

2013年の論文が示した「米国の雇用の47%が自動化の高リスク」。仕事が丸ごと消えるより、仕事の“中身”が入れ替わる変化が中心、という見方が有力になってきた。
ひとことで言うとAIは仕事を「消す」より、仕事の「中身」を変えることが多いみたい!
「今ある仕事の約半分は、10〜20年後には機械に奪われる」
2010年代、こんなフレーズが世界中のニュースを駆けめぐりました。もとになったのは、英オックスフォード大学の2人の研究者が2013年に発表した論文です。
あれから10年以上。AIは当時の予想を超えるほど賢くなりました。では、本当に仕事の半分は消えたのでしょうか?
01実は「47%が失業する」とは言っていない
ここで大事なのは、この数字の意味です。論文が示したのは「技術的には自動化できるかもしれない職業に、どれだけの人が就いているか」という推定でした。
「何年に何人が失業する」という予言ではありません。実際に自動化が進むかどうかは、コスト、法律、社会の受け入れ方などにも左右されるからです。日本でも2015年に、野村総合研究所とこの2人の共同研究として「日本の労働人口の約49%が代替可能」という試算が発表され、大きな話題になりました。
02「職業」ではなく「作業」で数えると…
その後、別の研究者たちがこの数字に疑問を投げかけます。
2016年、OECD(経済協力開発機構)の報告書で Arntz らは、同じ職業でも、人によってやっている作業は違うことに注目しました。たとえば「事務職」でも、データ入力が中心の人もいれば、お客さんとの交渉が中心の人もいます。
職業をまるごとではなく、一人ひとりの作業の中身で分析し直すと、自動化リスクが高い仕事は21か国の平均で約9%にまで下がりました。

03生成AIで、話はもう一度変わった
2013年の論文は、機械が苦手なものとして「創造性」や「人とのコミュニケーション」を挙げていました。ところが、文章や画像を作る生成AIの登場で、まさにそうした分野にもAIが入ってきました。
2024年に Science に掲載された Eloundou らの分析では、米国の働き手の約8割が、仕事の作業の少なくとも1割で大規模言語モデルの影響を受けうると推定されています。特に、高い学歴や高い賃金の仕事ほど影響を受けやすいという点が、以前の予測とは逆で注目されました。
一方で、オーストラリアの経済学者 Coelli と Borland(2019)は、予測が出た後の米国の実際の雇用の変化と照らし合わせ、フレイとオズボーンの予測は職業ごとの雇用の増減をあまりうまく説明できなかったと指摘しています。

In 2013, Frey and Osborne estimated the probability of computerization for 702 US occupations and concluded that about 47 percent of employment fell into a high-risk category. The number is usually quoted as "47 percent of jobs will disappear." That is not what the study measured. It estimated technical susceptibility, and whether a technology is actually adopted also depends on costs, regulation and public acceptance.
Critics soon went after the method. A 2016 OECD paper pointed out that people in the same occupation perform different tasks. When the analysis looked at tasks instead of whole occupations, the high-risk share across 21 countries fell to roughly 9 percent. Australian economists later reported that the original predictions did a poor job of explaining how employment actually changed. Generative AI has since reopened the question.
A 2024 paper in Science estimated that around 80 percent of US workers could see at least 10 percent of their tasks affected, and highly educated, well-paid jobs were among the most exposed. Exposure is not the same as job loss. A 2026 working paper, whose data overlap with the pandemic years, found that employment and wages grew even in occupations where AI was highly applicable.
